I just discovered a wonderful app that gets you mass followers, mass unfollowing, and following by a list. The name of the app is Twidium. Twidium is a windows based app that get you followers and easily unfollow anyone that is not following you.Twidium's latest version, version 3.1.5 offers a sleek interface and automatic association of your Twitter account. It allows you to send as many follow requests as possible, though you are advised not to follow more than 200 people a day if you have less than 2000 followers.
